Does blond hair turn grey or does it just Fade lighter and lighter until it turns white?

Technically speaking, gray hair is a hair which has stopped producing melanin (the colored part of the hair). And naturally blonde hair does has the melanin (it's called pheomelanin). If your hair follicle stops producing this melanin it will change the shade of the blonde hair. I hope that helps!

Q. I just wondered whether semi-permanent hair color like wellas' color touch cover grey hairs?

semi-permanent hair colors do not cover grey, they just blend it. your better off with a permanent for full grey coverage. At home hair colors use very harsh chemicals and are horrible for your hair, i would recommend going to a professional...
Look at the ingredients on the back of your over the counter hair color, most of the names will be unpronounceable so google them and you will realize how horrible they are for you...some chemicals they use have been also used to treat STD's
