How do I get my mom to let me cut my hair?

We aren't Catholic or a religion that is against short hair.
She used to wear her hair in an "Almost" bob all throughout highschool.
I make amazing grades in advanced classes, with my lowest grade being a 98, (so she can't say my grades are bad)
I'm 13.

I want to get my hair cut like an anime character,because *I* like it. I'm don't want to do it for anyone other than *MYSELF*

I'm not a dike and I'm not gonna wear it like guy hair.

(These are all just statements, that might help you answer.)

I am NOT going to pull the "It's my hair and I'm a teenager" one on her.

So you basically want a pixie cut that can be styled kind of edgy? With your face shape I would say that the style would suit you as long as you style it.
I would just be upfront with her and say something like, "I want a pixie cut." "I want shorter hair." "It's just hair, so it will grow back."
If your mom is anti-anime, then I wouldn't mention how you want to style it like anime hair.

If your hair is a foot or so long then you could donate it to locks of love.

What color should I dye my hair?

I have a pale skin tone and I want a grunge look. Ok so think Frances Bean. Same skin tone. Love her hair! When it's blonde. But the thing is, I don't want it blonde. I tried doing the ombre thing at home but I ruined it x(
I don't want to go to a salon. I cut my own hair as well as dye it. I'm thinking about dying it red. But it's hard to manage. I'm just stuck! Any ideas?

Pale skin often looks good with Dark browns or blacks, Rangas/oranges and bright reds.

Red hair is VERY hard to maintain, i warn you, but it looks AMAZING! If you go for a red, i suggest you touch it up about every 4 weeks. Or just whenever it starts to fade. Also, red is a bugger to get out, and will take a long time to get rid of when you want to change again. :)
