How to make short hair look messy but appropriate (guys)?

I'm 18 and my hair sort of looks like zac's in this picture http://images.stylehoster.com/lpc/uploads/2013/06/Stylish-Messy-Hairstyles-For-Men-2013.jpg , but a little more poofy than sticky looking. I was messing with my hair in the mirror, and I realized that it often looks better when it's a little rough looking. My question is: how do you skate the fine line between messy/cute and messy/gross? Thanks.

as long as its your face and clothes look nice, your hair will look messy/cute.
but if you dress like a slob and have toothpaste all over your face, youll look messy/gross

How long do you think my hair would have to be to get this hair cut ?

My hair is 4 inches long . Almost 5 been growing it out since April 16. I have straight . Wavy hair ( not curly at all )

Hmm... maybe down to somewhere around your eyebrow to nose tip. I feel like any length in that range would work.
