You could get a root perm which will lift your hair from the roots, but this is a permanent thing and it will have to be maintained constantly. An easier & cheaper option would be to buy yourself some rollers, and after you have washed your hair, rough dry it so its still a little damp and put them in and sleep with them in or just let your hair dry fully, these will automatically lift your hair and give it a wave. When you take them out, put hairspray into the roots so that that the lifted hair is held. If you don't have time to do this, when blow drying your hair, hold the hair dryer so that the funnel faces upwards and blow dry your hair like that - it will ruffle up the hair cuticles and give you that volume look. Use heat protector with all of these options though!
If its a haircut you want, get layers put in, the shortest layer being just beneath your head and jaw, and ask for a blunt cut, as blunt straight cuts on the hair look so much thicker. or you can get low lights which will automatically give depth to your hair.
